その1023の中をみると、ややこしい感じでした。

教えていただいたリンク先を見ると、2日程度で申請が通るようですね。
ただ、私の場合は、Form1023でなく、Form1554の提出を求められました。

質問に記載した文面のあとに続く、具体的な手続きです。
Step 1: Click on this link: ETA form
Step 2: Login or create an ImmiAccount
Step 3: Complete all questions in the online form
Step 4: Attach the following documents:
• A copy of your current passport biodata page (the page with the passport holder’s details and photo)
• A completed Form 1554: ETA Request for further processing
• Any additional information that demonstrates you only intend a temporary visit to Australia, such as: o Evidence of your employment or study in your country of residence o Proof that you have sufficient funds to support yourself during your visit
Step 5: Submit the information.

実際に上記手続きをしてみると、Form1023の内容はStep3の質問とほぼ似ていました。
また、実際は、Step4の3つ目の書類は不要でした。

教えていただいたリンク先と同じく、2日程度で申請が通るといいのですけど…（by ちゃんぷるーさん）
