This is a report about the situation returning from Berlin to Tokyo on 14th of October 2020. In Berlin, life in the city came back to almost normal. We can go to the restaurants. We are asked to wear mask when we enter and write down name and e-mail or tel number at the restaurants and coffeeshops. Many people prefer to sit down outside of the buildings, though it is a bit cold. In the public transport, we are asked to wear mask, if not we may be fined 50 euro. Already for months there are small public concerts with reduced seats and the Philharmony just started to open now, though it is not easy to book the seats there through internet.
When non-Japanese with residential status wish to return to Japan, my friend first goes to the Japan embassy to apply for a confirmation of the residential status in Japan and the connected re-entry permission.
Within 5 working days, the friend can get the very important document. A corona- test is obligatory to enter Japan which should be done within 72hours from the departure of the last aircraft during travel. My friend received a list published by the German health department of all clinics in Berlin ordered by districts where we can take such a test. But as small clinics have irregular working hours and are closed at Saturdays and Sundays, the embassy recommended the BCRT, (Berliner Centrum fuer Reise-und Tropenmedizin) The Center for Travel and Tropical Medicine in Friedrichstrasse, which is opened from Monday to Saturday. They say this center is good and reliable. For getting the test an appointment by telephone is required. The center can provide the result of the test within 24-48 hours. My friend can get the result through e-mail and PDF. But as a supplementary written bilingual certificate (Japanese/English) is required my friend have to go there again after receiving the test result by email. My friend took Finnair flight at 1750hours from Helsinki on 14th October. My friend took the test at 1100hours on 12th of October. The result arrived at noon of the following day. My friend went to the medical center to get the written document in the afternoon.
On 14th, Tegel airport was nearly dead. Many shops have closed due to the small number of daily passengers and because the airport would be closed 8th of November. The new Brandenburg airport will open on 30th of October. The last flight from Tegel will be a flight by Air France to Paris because the first flight was also Air France in 1960.
At Tegel, Finnair counter opened 1030hours on 14th. One lady was handling to check the many documents of passengers. However, the computer system did not work well to identify all documents including Japanese ones. It took 30 minutes to go through checking in counter. The airplane took off on 1230hours. It was not crowded. At Helsinki, it landed at 1520hours. The airport was ghostly deserted. Only one shop for souvenirs of the character Moomin was opened and a “Kioski”, a small shop where we can get hot coffee, sandwiches, water, chocolate etc. NO coffee shop, NO restaurants. As if all humans left! The kiosk opens 630hours until 1700hours. It is better to get something there during this time. One lounge would be opened and you may pay for it.
The flight from Helsinki took off 1750hours. There were only one passenger at Business class, one at premium economy and around 25 passengers at economy. They are asked to show a document about quarantine which was delivered in the airplane and were asked where they stay and how to get to the place. They took the spit corona test and they received a number. They are asked to be seated at an assigned number. They waited 2 hours. Then results were informed. A Japanese resident from Finland was not required to have a test before travel, she took her first corona test in Narita. Then they went to the immigration and then custom. Then they could go out. When getting out of the airport 4 hours since arrival had passed. It was 1230hours. The Japanese government announced to soften the 14 days quarantine restriction. But it is only for businessmen who may stay in Japan for short time.
Those who live in or stay in Japan have to keep off from the public at home or hotels. This regulation is still active. In Germany it already shortens to 5 or 6 days quarantine from some countries outside of Germany. 14 day isolation might be longer from the viewpoint of medicine.
