    Historical Background
The people living in the Charlottetown District at the earliest period of which anything has been established

were Mic Mac Indians. The first European visitors
came a few years after Columbus landed in America in 1492. In 1523 the Island
was appropriated by the French nation. In 1663, it was granted to a French
naval officer who made the first attempt to bring European settlers. By 1728 the
population was 330. The French King appointed a governor in 1730 who exer-
cised all powers of civil and military government necessary for the peace and
    security of the Colony.

Under the terms of capitulation at the fall of Louisbourg in 1758, the Isle de St.
Jean became a British possession and the French garrison at Port la Joie,
(Charlottetown) the seat of government. The whole Island with a population
of 6,500 came under British military rule.

The King of France, in February 1763, ceded and guaranteed to the King and to
the Crown of Great Britain in full right Nova Scotia and Canada and the Islands
in the Gulf and River St. Lawrence including Isle de St. Jean. Later in the same
year, the King annexed the Islands of St. John and Cape Breton to the govern-
ment of Nova Scotia and the inhabitants became subject to all the laws of
    Nova Scotia.

In 1767 the land was balloted for and thus divided among persons who had
claims on the British Government on the grounds of military or other public
services. A year later the Governor of Nova Scotia appointed a Lieutenant
Governor of the Island of St. John. The majority of the proprietors of the
Island presented a petition to the King asking for a separate government. The
request was granted and for many years the landlords, residing in Britain,
    largely influenced the colonial government.

Conflicting claims of the landlords and tenants continued to plague the people
until 1873 when under the terms of Confederation with Canada, funds not to
exceed $800,000 were advanced for the purchase of the lands held by the
    large proprietorsin England.

Royal assent was given in 1875 for the compulsory sale of the lands. The lease-
hold tenures were soon converted to freehold estates throughout the Island.
The Indian people called the Island "Abegweit" (cradled in the waves); the French
named it Isle de St. Jean; the British called it The Island of St. John until in 1799
by statute of the General Assembly and royal assent the name was changed to
Prince Edward island in honor of Prince Edward (father of Queen Victoria) who
served as Commander-in-Chief of the forces in Nova Scotia and the Island.

In 1891 the population, mainly of British descent, had reached 109,078, but fell
to 88,038 by 1931. During the '30's a population increase began and by 1972
the total population exceeded 113,000. Prince Edward island, with 50 persons per
square mile, is the most densely populated province in Canada.

    Charlottetown
The City of Charlottetown, capital of Prince Edward Island, is one of the south-
ernmost regions of Canada at approximately 47 degrees north latitude by 63 de-
grees west longitude. The City is located on the southern coast of the Island a-
bout midway between its eastern and western extremities. The entire island is of
a gently rolling and sloping nature with a maximum elevation of 500 feet.

Charlottetown's elevation rises gradually from the waterfront to 170 feet at the
Airport which is 3 miles north of the harbour.

Charlottetown named after Queen Charlotte, wife of George III of England,
was founded in 1763 and incorporated in 1855. The site was chosen for the
capital by Captain Samuel Holland, Canada's first surveyor.

In addition to being the locale of the first meeting of the Fathers of Confedera-
tion in 1864, Charlottetown has had an interesting history since its early days.
Back in 1775, it was invaded by two American armed privateers whose crews
looted the town and carted off the Attorney-General and other officials to the
    United States as prisoners.

However, they were quickly released by General George Washington. The Great
Seal of the Province, which was looted by the privateers at the same time, has
never been recovered and its whereabouts is unknown.

The City is a Government Centre, housing the Provincial Legislature and the
Provincial Administration offices. Light industry, Tourism and Educational
Institutions combine to complement Government operations as the major act-
    ivities in the community.

Several forts were built around Charlottetown in the early days but the only one
still existing is Fort Edward which is in Victoria Park overlooking the harbour.
It was built in 1800 and consists of six Victorian Guns. Fort Amherst, located
near Rocky Point across the Harbour mouth, is now a national historic park.
