その済南というのを含めたツアーが日本語で北京から高速鉄道でありますのでお正月に行けるかわかりませんけど、こんなサイトがありますよ。

入国要件などは全く調べてませんのでそれは大使館などで確認してくださいね。
アクセスの近いの駅は、泰安が高速鉄道とノーマルトレインがあります。また、曲阜というところが済寧のちかくにあり、そこに孔子の歴史的な遺跡がありますよ。北京から鉄道で２日のツアーなんかもありますね。ただその冬の時期の様子はわかりませんね。
