墨田区にある『すみだ北斎美術館』が、葛飾北斎の人物や作風の軌跡を追った資料館であるならば、小布施町の『北斎館』は、葛飾北斎が遺した作品の数々を（テーマごとではあるものの）純粋に展示する美術館と言える。
様々な場所へ旅をした葛飾北斎が、晩年訪れた小布施でアトリエを与えられ、様々な作品を遺した。その縁と、近代以降、洋の東西を問わず様々なアートの巨匠たちの作品に多大な影響を及ぼした功績から、この美術館が建てられた。彼が遺したのは浮世絵に留まらず、食材などの身近なものをモチーフとした肉筆画も多くあり、それらが一堂に展示されている非常に貴重な美術館の一つである。中でも、祭りに市湯推される屋台の天井画は圧巻で、色遣いは元より、有名な浮世絵にもあるような躍動感のある筆致を間近で見ることが出来る。
また、私用に限り、各作品を撮影することが出来る（但し、フラッシュ及び三脚等の固定するものの使用は厳禁）。彼の弟子たちが遺した作品もあり、浮世絵や肉筆の変化や進化等も観賞することが出来る。各作品には日本語だけでなく英語の説明も併記されているため、海外からの観光客も楽しく観賞することが出来る。

For this reason, this is one of the most valuable museums. Among them, the ceiling painting of festival floats at the festival is the most impressive, and you can see up close the dynamic brushwork that can be seen in famous Ukiyoe, as well as the use of colors.
Visitors are allowed to take pictures of the works for personal use only (however, the use of flash or fixed objects such as tripods is strictly prohibited). There are also works left by his disciples, and you can see the changes and evolution of Ukiyoe and handwriting. Each work has an explanation in English as well as Japanese, so tourists from overseas can enjoy watching the works.
