回答でない横レスですが・・・。

Oebbアプリ(私はアンドロイドですが)の英語版のホームの一番下にある「Fare Ruls」や「General Terms」をざっと見ても、おっしやる通り「キャンセル」はありますが、「変更」の概念(?)がないように見えますね。割り切っているのかも知れませんが・・・

例えばJR東日本(他社は知りませんが)はネットで35%〜50%引きの包括切符、特急券を売ることがありますが、同じ割引率のまま日時や区間の変更が出来ます。(ただ、割引券は発売期間・枚数限定なので、同じ割引率は変更先で売り切れている可能性が高いですが)どちらかというと「とことん変更していいから、キャンセルしないでとにかく買ってね。」というスタンスですが、基本はキャンセルして、買いなおしてね、という考えかも知れません。私の知る限りでは(?)、中国鉄道がこのような考え方をします。

キャンセル料とか、そのまま乗った場合の実害(座れなかったらどうするか、等)を天秤にかけたほうがいいかも知れないです。時間があるならば、アプリ上から聞いてみる方が確実と思います。素敵なご旅行になることをお祈りします。

B.1.1.3.1. The single ticket is valid for 2 days. The period of validity is indicated on the ticket. Out-ward and return tickets are treated as two individual tickets. 結論、アプリ購入ではキャンセルは実質的に不可なので、そのまま乗り込み、座席確保が必要なら、アプリかオンラインまたは駅で3ユーロからできます。

今更書くのも酷な話でしょうが、割引なしなら無理に事前購入せずに日程が完全に決まってからでも良いと思います。JRの変更不可とか変更可能でも、昨今は海外に行かない層とインバンドで席がなくなることが少なくないので、事前購入しますが、会員用のものは割引率が低い分、変更も自由なので、この点はJRの方が親切です。
