まず、日本の「自動二輪」の免許を持ってることが前提ですが、

少し古い資料ですが、旅行者だと国際免許に認証を得るか、日本の免許を書き換える必要があります。台湾あたりでは、普通免許で50CC未満のバイクに乗れるか話題になりますが、そもそも125CCが「国際標準」なのと、

二次資料ですが、基本、「自動二輪」の免許を書き換える、国際免許を取る、ということでしょうか。

「スリランカ　バイク　レンタル」とかでグーグル先生に聞くと、郊外ではかなり威力を発揮(？)しそうですが、免許について触れているブログはあまりないので、自動二輪免許で国際免許を当然(!)のこととして記載しているか、(普通免許の)国際免許があれば、レンタルしてくれるところがあるのか定かではないですが、きちんとやるならば案外手続きは面倒な気がします。素敵なご旅行になることをお祈りします。

まず、普通免許で原付バイクに乗れるのは日本くらいです。自転車と原付バイクの無法地帯化は、いい加減にやめにして、自転車講習義務化と原付免許廃止にしないと、事故が増えるのを防げないと思うのですが。

それでも乗れるのは、仰せの通りで、「うるさくない」または「適当」なのです。有名なのはバリ島。インドネシアはジュネーブ条約非加盟なので、国際免許も無効で、本来は現地で免許を、しかも変則的な方法でとらねばなりません。しかし、実際には、日本人を含めて外国人観光客が乗っているのを見かけます。それは、借りるのに免許確認しないから。

一方、スリランカは加盟国なので、普通免許で普通自動車に乗ることは可能です。しかし、国際免許証だけでは不可で、現地で許可または承認を得る必要があります。

If You Want to Drive in Sri Lanka You Have Two Options:

Obtain a temporary driving permit at the Department of Motor Traffic
Get your International Driving Permit endorsed by the Automobile Association of Sri Lanka (AA)

二輪に関しては、二輪免許が必要。しかも、国際免許は二輪免許です。多分、限定（普通二輪より緩いもの）でも良いが、原付免許では国際免許が出ません。
