入国先でPCR検査が必要なくてて出国には必要ですか？

こんにちは。

私は、いま直接ロシア、フィンランドに係わっていませんが、多くの部分で到着国フィンランドと出入国の共通規則が適用されるＥＵ在住で、常に入国に関するいろいろな情報を拾っていますので、お役に立てそうだと思い、レスします。

結論は、下に引用した国際航空運送協会の記述により、有効なワクチン接種証明書があれば、出発前のＰＣＲ検査は必要ないと思います。
ソースを記したいのですが、そのページはフレームやスクリプトを使っていて、どんピチャのＵＲＬが取得できません。ですから長いですが全文を掲げます。誤解、私の誤訳があってはいけないので。

マッキーさん、こんにちは。

そもそもマッキーさんがロシア在住の人なのか、日本から行ってるのか等よく分からないところもありますが、おっしやる通り原則として出国側が不要な気もします。(ウエブサイトにもそういう記載がない場合が多いので、一応しかるべき機関に確認を取った方がいいと思いますが)サンクトペテルブルクからヘルシンキは自家用車での移動でしょうか。公共交通機関の飛行機や列車に乗るとしたら、そちらの方がひっかかる(?)気がします。

となっていて、PCR検査を(ロシアで)することを強く勧める、となっています。これは「ああそうですか。」でいい話なのか、ペテルブルグの空港でチェックイン時に確認して、なかったら搭乗を拒否するような性格のものなのか、よく分からないです。(なお、フィンランド側の検疫ルールは見ていません)
