上野盆地の中央に位置する台地の上に建造された、伊賀市のシンボルである城。現在は公園として整備されており、現存する遺構や建造物は明治初期の廃城令によりその多くが破却されているものの、見どころの一つである『高石垣』等、現存する遺構や建造物はいくつかある。
天守台に建てられた天守は模擬天守であるが、多くの天守と異なりコンクリートではなく木造による天守である。そのため、外装や内装含め、まるで現存天守のような雰囲気を漂わせるが、内部は他の模擬天守や復元天守と同様に、数々の史料や美術品が展示されている。史料や美術品の保護の観点から、冷暖房器具は設置されていない（夏季は扇風機のみ）。天守内の各階の昇降手段は階段のみであるため、車椅子等の障碍を持つ方の利用はお勧めできない。城主は何度も替わっているものの、江戸時代に藤堂氏が入城して以降、江戸末期まで藤堂氏が治めることとなった。そのため藤堂氏の遺品や史料が多く、特に豊臣秀吉から拝領した『黒漆塗唐冠形兜』は、ひときわ目を引くだろう。
上野公園の敷地内には『伊賀流忍者博物館』があり、観光客の多くは、手裏剣の体験も出来ることから、その博物館に足を伸ばす。そのためこの城を訪れる観光客は、休日でもそう多くはない。静かに、ゆっくりと周遊するにはピッタリの場所かもしれない。

The castle, a symbol of Iga City, was built on a plateau in the center of the Ueno Basin. Today, the castle is maintained as a park, and although most of the existing remains and buildings were destroyed by the decree of castle abandonment in the early Meiji period, there are still some structures, such as the "Takaishigaki" (high stone wall), which is one of the main attractions of the castle.
Tenshu tower built on the Tenshu base is a mock-up, but unlike most Tenshu towers, it's not made of concrete but of wood. Therefore, the exterior and interior give the appearance of an existing Tenshu, but inside, as with other mock-up or restored Tenshu towers, there are many historical documents and art works on display. To protect the historical documents and artworks, there is no air-conditioning or heating (only fans in summer). As the only means of access to each floor of the Tenshu is by stairs, wheelchairs and other disabilities are not recommended. Although the lord of the castle changed several times, the Todo clan took over the castle in the Edo period (1603-1868) and ruled it until the end of the Edo period. The "black lacquered helmet in the shape of a Chinese crown," which was given by Hideyoshi Toyotomi, is particularly eye-catching.
The Iga Ninja Museum is located within the grounds of Ueno Park, and many tourists visit the museum to try their hand at shuriken. Therefore, not many tourists visit this castle, even on holidays. This may be the perfect place for a quiet and relaxing tour.
