茨城空港の2階にある、カフェというよりフィードコートの一区画とも言うべきところです。保安検査を受ける前に利用できるため、目的の飛行機への搭乗者だけでなく空港を訪れた全ての人が利用できます（どちらかと言えば後者の方が利用者としては多そうです）。ドリンクだけでなく軽食も楽しめるため、フライトの前の腹ごしらえに利用するのに丁度いいかもしれません。
窓の外は展望デッキになっていますが、展望デッキそのものはそれほど広くないため、雨風をしのぎつつ滑走路の飛行機を眺めるには丁度いいところだと思います。
It's located on the second floor of Ibaraki Airport, and is more of a section of the feed court than a cafe. The café is open to all visitors to the airport, not just passengers of the intended flight, as it is available before going through the security checkpoint. Since you can enjoy not only drinks but also snacks, it might be a good place to eat before your flight.
Outside the window is an observation deck, but the deck itself is not very large, so it may be a good place to watch the planes on the runway while sheltering from the rain and wind.
